Most of the information above is useful, but could cost a tidy sum in marketing dollars. My experience in talking with Paulji is that you should develop student numbers without spending all of your money on advertising and over head. Why not develop a student base by teaching classes at the local recreation center, gym, YMCA, or in the basement of a church? You would spend no money from your pocket and you would be able to draw from a captive audience in these pre-established groups.
