Getting a little excited are we? Yes, the governing body of yoga is a myth. The governments can ultimately regulate, but to what end? Governments have tried to regulate opinions, yoga, thinking, philosophy, and religion before with no success. If you regulate yoga, it will go underground. Oddly, it could be the best thing for yoga in some ways because it would go back to small groups with a guru again instead of large classes in fitness centers. Only the huge off shore and corporate ashrams would have the capital to pay huge government fees. The registries would then dry up and go away because they are drones on the backs of yoga teachers with no clout and their only source of income would be squashed.
