You said it! This is the law of karma. Like minded people will seek each other. If you seek a wise Swami you will find one. And if you seek a cruel Yoga instructor your wish will be granted.

The bottom line is regulation stems from neglect or abuse, but regulation cannot prevent it. How many professionals violate the ethical standards of their field? As mentioned many times how could anyone really regulate Yoga? Would we be able to regulate mantra, pranayama, meditation, mudra, bandha, japa, and asana? Seems pretty silly to me.
